Culture clash as threat of 100% cut in arts funding divides Newcastle

Newcasstle local goverment would cut all of funding of arts as they are  in the commercial crisis and they are facing financial problem in the next few years. However, this consideration is fighted against by the atrs orgs and a lot of citizens since the people think this threaten proposal would lead to culture losing and Newcasstle may lose its charm in cultural aspects.

 Is this a severe case to Newcasstle? What would happen if this proposal throughs by the local goverment?
